With Video Tolling, there’s no need to install an E-ZPass transponder or register your plate. Just drive through a tolling facility and you’ll receive a Notice of Toll Due (NOTD) in the mail.

When you receive the notice, you can pay your toll online, by mail or at one of our Customer Service Centers.

Keep in mind that strict due dates apply. You may incur penalties if you fail to pay by the due date.

Video tolling is the most expensive tolling option offered in Maryland. Drivers can save money by switching to E-ZPass, the most economical way to pay tolls in Maryland.

The Notice of Toll Due (NOTD) will be mailed to the owner of the vehicle at the address associated with the vehicle, as registered with the Maryland Department of Transportation Motor Vehicle Administration. 

If you do not pay the Video Toll transaction(s) in full by the NOTD payment due date, a toll violation will be incurred and a citation will be issued for each unpaid Video Toll transaction. A $25 civil penalty will be assessed for each citation.

Failure to pay or to contest the toll violation can lead to suspension of or refusal to renew your Maryland vehicle registration and/or referral to the Maryland Central Collection Unit (CCU).

If MDTA determines that you are not responsible for the Video Toll transaction, the Video Toll will be dismissed and you will be notified by mail. If the MDTA’s records support that you are responsible for the Video Toll, the amount due must be paid by the NOTD Payment Due Date.

A common reason for an E-ZPass customer to receive Video Tolls is insufficient funds on the account. Only pre-paid E-ZPass accounts in good standing receive tolls recorded to their E-ZPass account. Lack of auto-replenish, expired credit cards, and missing account information can all lead to mailed Video Tolls at the higher toll rate.

If an account has periods with a negative balance, this will result in a Video Toll and the issuance of a Notice of Toll Due (NOTD).

NOTDs are recorded on a separate account for the registered vehicle owner and are not recorded to the E-ZPass account statement. Replenishing funds to return good standing on the E-ZPass account will not resolve the notices already recorded to the separate Video Toll account.

Customers should consider establishing auto-replenishments with a linked credit card or bank account (ACH) on each E-ZPass account to avoid receiving NOTDs during periods when the E-ZPass account has a negative balance.

You may receive a discount on Video Tolls if you pay your tolls proactively.

You will receive a discount of 15% (up to a maximum of $5 discounted per toll) on Video Tolls if you pay before they are applied to a Notice of Toll Due (NOTD) and mailed to your address on file.

Citation and Court

A citation is a notice of toll violation issued when you do not pay the full Video Toll amount by the NOTD payment due date. A citation will be issued for each unpaid Video Toll transaction. Each citation assesses a $25 civil penalty. You may pay the Video Toll amount and the civil penalty or you may contest the toll violation to District Court.

To contest the toll violation in District Court, notify MDTA by the citation payment due date and provide Video Toll transaction numbers. This notification can be submitted in one of the following three ways:

  • Access your Citation information through this website by clicking Pay Tolls in the main menu.
  • Complete the remittance coupon from the Citation and mail it to: Maryland Transportation Authority, P.O. Box 5060, Middle River, MD 21220-5060
  • Visit a Customer Service Center.

Failure to pay the Video Toll and civil penalty or failure to appear in court is an admission of liability of the toll violation and a waiver of available defenses. Your vehicle registration may be flagged for non-renewal or suspension depending on the amount of the outstanding toll violation(s) and the state in which your vehicle is registered. Additionally, the amount due may be referred to the Maryland Central Collection Unit (CCU) for collection.

When Toll Violations remain unpaid, MDTA will refer debt to CCU.  Prior to referral of the debt, MDTA will request payment in full by mailing a final toll violation notice at least 15 days prior to referring debt to CCU. Toll violations include Video Toll and civil penalty amounts.

Debt that is referred to CCU must be paid to CCU; MDTA can no longer take payments for these toll violations.

CCU has the authority to collect debt through many means, including court action, wage garnishments and interception of payments from state and federal agencies, including income tax returns, lottery winnings, etc., and may report unpaid debt to credit bureaus. Please be advised that the CCU may charge you additional fees.

 

If you have unpaid Video Tolls, you may move all toll transactions to an open Pay-By-Plate or E-ZPass Maryland account. You may be eligible for discounted rates upon account conversion. Any fees must be paid by the customer to convert your account.

If you have a Pay-By-Plate or Hatem A account, you may also be eligible to a convert to a E-ZPass Maryland account to save on future tolls.
